Julie B. Mitchell is an equity partner with Hagwood & Tipton Law Firm, PC. Mrs.
Mitchell holds a Master=s Degree in Health Law (LL.M. Health Law). As an attorney whose
primary focus is health care law, Mrs. Mitchell=s practice encompasses such matters as:
stark, fraud and abuse, Medicare and Medicaid payment issues, corporate compliance,
CON law, provider and physician contracts, healthcare corporate matters, hospital law,
DMEPOS matters, licensure and certification, HIPAA, nursing home law and healthcare
integration. She is named to Best Lawyers in America in Health Law.
Mrs. Mitchell has significant experience representing providers in health care fraud
and abuse government investigations covering a wide range of matters such as billing
irregularities, quality of care issues and Stark and anti-Kickback arrangements. Mrs.
Mitchell has successfully negotiated settlements with numerous government entities such
as the U.S. Department of Justice (DOJ) and Office of Inspector General (OIG). Mrs.
Mitchell has worked with numerous health care providers dealing with their myriad of
government enforcement, regulatory challenges, and various corporate compliance and
Mrs. Mitchell continues to dedicate a significant portion of her practice to assisting
health care providers in government enforcement and regulatory challenges. She also
works with providers encountering Unified Program Integrity Contractor (UPIC), Recovery
Audit Contractor (RAC) and Medicare Administrative Contractor (MAC) audits. In her
representation of health care providers on these matters, she assists clients with
appeals/defense, internal investigations, compliance development, implementation audits
and improvements. She also advises and counsels clients in self-disclosure matters to both
the OIG and CMS.
Mrs. Mitchell represents a wide array of health care providers such as hospitals,
home health agencies, skilled nursing facilities, personal care homes, hospices, durable
medical equipment suppliers, therapy companies, pharmacies and physicians. She lectures
locally and nationally regarding emerging issues in health care and has addressed
organizations such as the American Health Lawyers Association, American Health Care
Association, Tennessee Health Care Association, Mississippi Health Care Association,
Mississippi Independent Nursing Home Association, Louisiana-Mississippi Hospice and
Palliative Care Organization, and Mississippi Healthcare Financial Management
Association. She served as the Chair to the Mississippi Bar, Health Law Section for the
2018-2019 Bar year.
Mrs. Mitchell and her family reside in Madison, Mississippi.
